It's not that Annie is alone. Finnick's around. In view. They are careful about that. But they are walking along the space between town and woods because it's a nice day, and they are slightly sick of each other's company. It happens. But still, they are within view of each other.

So when she hears the regular thunk, thunk of arrows hitting a practice object, she feels confident enough to at least walk closer to the clearing to see what's going on. She has good instincts, she can throw herself to the ground if need be. And someone is practising.

Which is how Annie finds a woman running a circuit, shooting methodically. A strongly-built woman with very, very good aim and the smoothness of regular practice.

Career. Even if she's not a teenager. That's still Career training.

Her bravery isn't extending to actually talking yet, but she's watching. Still ready to throw herself to the ground if the bow gets trained on her.
